Answer
True, but the Gods have other things to say against a 1NT opening bid in the passout seat.
First, yes, your Hearts are only 5, but with 4 of the 5 honours, what a 5 they are. And you've got a guaranteed Spade entry to get back in after you lose one Heart honour. Plus, of course, you don't want your partner to lead Spades and destroy the entry for Hearts. You'd want him to lead Hearts.
And in the passout hand, you can "borrow a king", so with a bit of luck you might not even go down. And don't forget, one down is a better score than the enemy making 1NT.
So the overcall is a good lead signal against 1NT, and a wise sacrifice.
