Yes.
The overcall of 1 Spade from West has prevented North from bidding the 1 Heart that he would have preferred to have bid. Given the overcall from West, a better bid from North might have been to double (the wonderful negative double, page 123).
That would have brought two advantages: first, it would have avoided telling his partner he had the strength to bid at the two level (he doesn't), and secondly it would have let his partner re-bid clubs at the 2 level, which with 12HCP he could do, and it would have been a less damaging contract.
In any event, the overcall by West in the highest ranking Spades suit was very disruptive and highly effective - from a hand with a mere 7 points. If West had not overcalled, then North-South would have ended up in 2 clubs
